CDBG - Finding of No Significant Impact - Rowan County Industrial Equipment Project
TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS:
Finding of No Significant Impact
The Rowan County Fiscal Court has determined that there is a finding of no significant impact for the Eastern Light Distillery project in Rowan County, for the purpose of providing assistance to a local nonprofit agency, the Morehead-Rowan County Economic Development Council (EDC). In its efforts to facilitate new job creation in the area, the EDC plans to use these funds to purchase equipment for a new local manufacturer. The EDC will then lease this equipment to the manufacturer for job creation, will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) (PL-91-190) is not required. An Environmental Review Record (ERR) respecting the within project has been made by Rowan County Fiscal Court which documents the environmental review of the project and more fully sets forth the reasons why such Statement is not required. This Environmental Review Record is on file at the Rowan County Fiscal Court at 600 West Main Street Morehead, KY 40351, and available to view on their website and Gateway Area Development District’s website at https://gwadd.org/wp-content/uploads/2024/10/RCFC-ELD-ERR.pdf, which is available for public examination and copying, upon request, between the hours of 8 A.M. and 4 P.M. No further environmental review of such project is proposed to be conducted.

All interested agencies, groups, and persons disagreeing with the ERR decision are invited to submit written comments for consideration by the Rowan County Fiscal Court to the office of the Rowan County Fiscal Court.
